Tuesday September 11, 2012, Regular Board of Trustee meeting



Official proceedings of the Board of Trustee’s, Town of Chatsworth, held in the Town Council room at 8:00 p.m.

Roll call showed the following present: Trustee Birkenbeil, Runyon, Wiles, Kubiak, Miller, and Trustee Price absent.

Also present Treasurer Gerdes-Hibsch, Superintendent Ledford and Attorney Weeks. 



A motion by Trustee Miller and seconded by Trustee Wiles to approve the minutes of the previous meeting. Board of Trustee vote: 5 Yea



Sheriff’s Deputy Sargent Gragert has been replaced with Sargent Jay Mitchell. There were 41 calls and 8 citations for the month of August.

 Trustee Runyon requested Sheriff Martin Meredith to attend the Board meeting. There have been complaints on how the Deputies have been treating the citizens when called for a complaint. There was an incident at housing, the citizens were treated rudely called names and told not to call again. The Citizens of this town should be treated with respect. Sheriff Meredith said Deputies are to have no opinions he will check into this and resolve the issue. If a citizen has an issue with a Deputy they need to get the name and report it to the Sheriff’s Office.



A motion by Trustee Wiles and seconded by Trustee Kubiak to have the Halloween trick or treat hours on October 31, 2012 set at  4:00 p.m. to 7:00 p.m. Board of Trustee vote: 5 Yea



Josh and Shane Bell donated $100.00 for the cost of diesel fuel to the Town of Chatsworth in appreciation for the help that Superintendents Ledford and Maxson gave them off the clock in the removal of the house and clean up on Cherry Street. They also are donating 2 loads or approximately 40 tons of back dirt to the town. The Board thanked them for the donations and the great job of clean up they did on Cherry Street, this makes a great improvement to the Town as a whole.


Attorney Weeks Report: Still working on the Appropriation Ordinance. There have been 2 houses removed on Cherry Street. Have been trying to serve the owners of 202 East Spruce and 612 East Locust.



A motion by Trustee Birkenbeil and seconded by Trustee Miller to accept the Road Maintenance agreement between the Township and the Town for the 5/8 of a mile of the 600 road at a cost of $1875.00 Board of Trustee vote: 5 Yea


A motion by Trustee Wiles and seconded by Trustee Birkenbeil to rescind the motion to refund the water bill for July billing of $4641.10 for Cap’s Pool. President Haberkorn stated in discussion that General Principal is one taxing body should not give to another taxing body. Trustee Wiles and Birkenbeil agreed. The committee should meet and come up with a better proposal for the Pool.



 Trustee Runyon: We need to work with Cap’s to keep the pool open. They need to do some work there to get things looking better and possibly put in some more activities for people; this will help bring more people to town. We need to think about the future of Chatsworth and what we can do to improve our community. With the water rate increase this doubled the cost to fill the pool.

 Roll call: Trustee Runyon Nay, Trustee Wiles Yea, Trustee Kubiak Nay, Trustee Birkenbeil Yea, Trustee Miller Yea, and Trustee Price absent. Motion to rescind passes 3 Yea 2 Nay and 1 absent. The committee will meet to bring a different proposal.


Donna Monahan manager of The Highlander asked the Board if they could possibly allow them to stay open on Sunday night during football season until 11:00 p.m. We have people that come in to watch Sunday night Football and we have to make them leave at 10:00. The fourth quarter is usually not over and they do not get to see the end of the game. We would have last call at 10:30 p.m. and out at 11:00 p.m. A motion by Trustee Wiles and seconded by Trustee Kubiak to allow the Taverns to stay open Sunday nights during Football season until 11:00 p.m.

Ms. Monahan also asked if it would be possible to close the block of Main Street The Highlander is in on September 29, 2012. They are having a Walk for Life, Cancer fund raiser. They want to have a Bag O – Tournament on the street in front of the Tavern. The Board agreed this would be fine it is for a good cause.



A motion by Trustee Birkenbeil and seconded by Trustee Wiles to pass Ordinance #417 - Zoning Fees. Board of Trustee vote: 5 Yea


A motion by Trustee Kubiak and seconded by Trustee Wiles to pass ordinance #418 – an ordinance Levying taxes for Chatsworth Community Ambulance Service District.


 Board of Trustee vote: 5 Yea



Trustee Runyon has been researching what the Town can do to improve the Health Insurance program for the full time Employees. Right now the Town pays $4000.00 towards individual Health plans per Employee. This does not come close to paying for Health Insurance unless they have a large deductible. There will be something presented to the Board at the next meeting to consider what else we can do to help the Employees.


Trustee Birkenbeil and Superintendent Maxson will check into the water shut off at 507 East Walnut.


President Haberkorn Report: Mary Runyon has a really good Web Site - Chatsworth Illinois Memories. Cherry Street is beginning to look better want to Thank Shane and Josh for purchasing one of the run down houses and getting it removed.


Trustee Kubiak Report: There have been three of the six trees done so far.


Trustee Runyon Report: The sidewalk on 6th and Hickory is buckled and needs to be removed. The one on Ash and 7th is just as bad, we need to look into these buckled sidewalks and decide what we can do remove them and replace fill in they are dangerous.

Most of the bricks have been removed on 5th street south side of Locust. Mr. Pearson said as long as he has a pathway to his loading dock he is ok with it. We need to get the project finished sloop and grass it in.



Most of the Fire Hydrants have been painted by a young Lady that had community service. She did a really fine job.  I would like it if the Town would offer her $5.00 for each one to finish them all.



Trustee Wiles Report: Thank you to Josh and Shane for the house removal/clean-up on Cherry Street; this saved the Town a lot of money. Thanks to Superintendent Ledford and Maxson for volunteering to help them with the removal and clean up; Caught a lot of heat from some people about this but it was the best way to get the house down and lot cleaned up. When we took the house down on Elm Street last year that cost the Town well over $6000.00


Trustee Miller Report: Going to talk with the Engineers on reservoir and sewer issues, these things need to be addressed. The Library will be doing a fund raiser will give an update when I have more details.


Superintendent Ledford Report: Just want to remind everyone about the Patriot Days the Fire Department is doing in the Park on Saturday September 15, 2012.



A motion by Trustee Miller and seconded by Trustee Wiles to pay bills as presented and issue vouchers for same. Board of Trustee vote:  Yea


A motion by Trustee Miller and seconded by Trustee Birkenbeil to adjourn.
