Meeting MinutesTuesday, August 9, 2011, Regular Board of Trustee meeting
Official proceedings of the Board of Trustee’s, Town of Chatsworth, held in the Town Council room at 7:30 p.m.
Roll called showed the following present: President Haberkorn, Trustee Price, Birkenbeil, Wiles, Kubiak, and Trustee Miller seated at 8:15 pm. Trustee Runyon absent.
A motion by Trustee Wiles and seconded by Trustee Price to approve the minutes of the previous meeting. Board of Trustee vote: 4 Yea
The Town of Chatsworth received a check for fines and Court disbursement in the amount of $237.91 for the month of July 2011.
Attorney Weeks reported that he is still working with Rail America asking for the bottom line for the buy out of the lease. The paperwork for the property at 509 East Elm has been signed and returned. There are 2 years back taxes due on the property. The Board has to decide where to go from here. The water ordinance typed up by Clerk Kerber to change the nonrefundable activation fee/reconnection fee is fine and need to print and sign at next meeting.
President Haberkorn reported the spray patch has been done.
Jeff McMillan with Gerdes-McMillan Insurance presented the Town insurance renewal proposal for 2011-2012. The cost has gone down some by changing the deductible to $500. The Board was also given an option to add equipment breakdown coverage at an additional cost of $1148.00 A motion by Trustee Wiles and seconded by Trustee Birkenbeil to approve the Gerdes-McMillan proposal for insurance coverage of liability, workers comp. property package and inland marine in the amount of $28,443.00 not adding the equipment breakdown coverage option at this time.

Treasurer Gerdes-Hibsch reported that the 3 MFT CD’s mature on August 12, 2011. The new rate for 12 months is .6% and the rate for 9 months is .5%. Trustee Birkenbeil stated that we will have more street and alley work next year. Pine Street and the Main Street alleys need work.
A motion by Trustee Birkenbeil and seconded by Trustee Price to renew the 3 separate MFT CD’s for 9 months. Board of Trustee vote: 4 Yea
Trustee Wiles reported he is still looking into changing the residential speed limit to 20 mph unless otherwise posted. Forrest has new signs up and he is going to check further into this for the next meeting.

Gray Dohman-Dohman Painting asked the Board about the bidding process for jobs for the Town. Trustee Kubiak explained that we take bids on small jobs to give everyone a chance at the job. We usually take the lowest bid but do not have to. All bids are accepted without bias towards individuals submitting bids. These jobs are paid for by the tax payers and we are trying to save money. Mr. Dohman also brought issues he has with the Sheriff’s department and Selcas, the Board explained that these are issues with them not the Town and he needs to talk with the Sheriff’ department and Selcas, Fire Chief Schaffer offered to check into the issue with Selcas. Trustee Kubiak gave the bids for the stump and tree removal for 3 trees and 12 stumps. Galloway Tree Service bid $1700.00 Robisky Tree Service bid $1381.
A motion by Trustee Kubiak and seconded by Trustee Price to accept the bid from Robisky Tree Service. Board of Trustee vote: 4 Yea
The clean up at 410 East Hickory did not meet the dead line of August 8, 2011. The status hearing is set for August 29, 2011 we can not do anything more until the hearing and then the Judge decides where we go from here.
A motion by Trustee Wiles and seconded by Trustee Price to have the Sheriff Deputy go to 505 East Walnut and inform them they have until noon on August 10, 2011 to move the pick up truck on blocks from the Town Easement or it will be towed. Board of Trustee vote: 4 Yea
Trustee Miller reported that the East Sand Filter needs jetted again. There are only two options to this problem. To have all the sand removed and replaced / estimated cost of $40,000 could be more, or a temporary fix to jet it again at a cost of $4500. We need to look into grants to get this fixed correctly the Town just can not afford it at this time without grant money to help pay.
A motion by Trustee Miller and seconded by Trustee Birkenbeil to have the East sand filtered jetted at a cost of $4500. Board of Trustee vote: 5 Yea
A motion by Trustee Birkenbeil and seconded by Trustee Kubiak to pay bills as presented and issue vouchers for same. Board of Trustee vote: 5 Yea
A motion by Trustee Kubiak and seconded by Trustee Price to adjourn.
