Tuesday, February 12, 2013, Regular Board of Trustee meeting
Official proceedings of the Board of Trustee’s, Town of Chatsworth, held in the Town Council room at 7:00 p.m.
Roll call showed the following present: President Haberkorn, Trustee Miller, Price, Kubiak, Wiles and Runyon: Trustee Birkenbeil absent. Also present were Treasurer Gerdes-Hibsch and Superintendents Ledford.
A motion by Trustee Miller and seconded by Trustee Kubiak to approve the minutes of the previous meeting. Board of Trustee vote: 5 Yea
Patrick Doggett: introduced himself to the Board. There will be an open house on February 22, 2013 from 5:00 to 6:30 pm for Congressman Adam Kinzinger and State Representative Josh Harms at their Watseka Office located at 342 West Walnut Watseka IL.
Dr. John Capasso: On April 9, 2013 Livingston County voters can approve a 1% sales tax to help fund school facility costs for Livingston County. This would increase our sales tax in the county to 7.25%. More information can be found on the Prairie Central website at www.prairicentral.org
Sheriff’s Deputy Sargent Mitchell report: There were 40 calls, 11 citations and 9 warnings for the month of January. The Town has received complaints that the Deputy has been parallel parking on Main Street. Sargent Mitchell will speak with the Deputy about this.
Update on Water Plant: Checking on Low interest loans
Franchise Agreement Frontier: Treasurer Gerdes-Hibsch talked to Trisha with Frontier. I will have to talk with her again but it sounds like they are trying to discontinue franchise agreements and get the Municipality to go for a tax on land lines. The Board does not want to impose any tax on the citizens at this time.
DCEO Grant money ($18750) received.
A motion by Trustee Price and seconded by Trustee Miller to transfer $14,250.00 from the DCEO Grant fund to reimburse the General fund. Board of Trustee vote: 5 Yea
Trustee Runyon: We voted last year to complete the South Side Main Street project did not get it done last year; we need to get it re-bid for this year.
Treasurer Gerdes-Hibsch: The actual rates for the Enterprise Fund are not set yet. The Town’s CD matures on February 24, 2013 so we have to decide how long of term we want.
Do not know what the actual rates will be until February 24, 2013 but do not see that there will be a large change. Right now the rates are: 12 month .20 / 18 month .25 / 24 month .30
36 month .35 / 48 month .40 and 60 month .60
A motion by Trustee Miller and seconded by Trustee Kubiak to renew the Enterprise Fund CD for one year. Board of Trustee vote: 5 Yea
The Board agreed that they want to keep the old 2002 Chevy Truck for a water tank for watering trees.
A motion by Trustee Price and seconded by Trustee Miller to get Running Boards for both Ford Trucks spending no more than $180 per set. Board of Trustee vote: 5 Yea
The sale of Nussbaum Plumbing has increased the labor rate $25.00 per hour. Clerk Kerber checked around with other Plumbers and there are hourly labor rates from $65.00 per hour to $98.00 per hour with paying prevailing wage. We will discuss this again.
A motion by Trustee Runyon and seconded by Trustee Miller to purchase the 2 HP Bostitch portable air compressor from Corner Hardware for $198.00. Board of Trustee vote: 5 Yea
A motion by Trustee Miller and seconded by Trustee Price to purchase a computer and printer for the maintenance department at Best Buy approximately $569.00 for both.

A motion by Trustee Runyon and seconded by Trustee Kubiak to donate $300 for food for the Rely for Life Tractor show on June 15th. Board of Trustee vote: 5 Yea
A motion by Trustee Miller and seconded by Trustee Kubiak to send Trustee Runyon to the Annual Rural Community Economic Development Conference on March 6 & 7 2013 in Peoria cost $165.00. Board of Trustee vote: 5 Yea
A motion by Trustee Kubiak and seconded by Trustee Price to pay bills as presented and issue vouchers for same. Board of Trustee vote: 5 Yea
A motion by Trustee Price and seconded by Trustee Miller to adjourn at 8:50 pm.
